How to instantiate with a position and rotation?

BulletBehavior newBullet= NetworkManager.Instance.InstantiateBulletNetworkObject(0, position, rotation,true);

position and rotation are both filled. yet all my instantiated bullets are at 0,0,0, unrotated..

shouldn’t this work ?
